# AEPP & APIP

The AIESEC Exchange Programme Policies (AEPP) and the AIESEC Partner Integration Platform (APIP) are the two core global policy documents governing how AIESEC exchange programmes are run. Every LC and MC member involved in outgoing exchange (oGX) or incoming exchange (iCX) must understand these documents. This page provides an overview — for the full, binding text, always refer to the official PDFs.

{% hint style="danger" %}
AEPP and APIP are legally and operationally binding. Violating these policies can result in sanctions from the ECB, AIESEC International, or both. Do not treat them as guidelines — they are rules.

## AEPP: AIESEC Exchange Programme Policies

The AEPP defines the standards, processes, and obligations for all AIESEC exchange programmes worldwide. It is maintained and updated by AIESEC International (AI), typically ratified at the International Congress (IC).

### What AEPP Covers

| Area                                   | Description                                                                                     |
| -------------------------------------- | ----------------------------------------------------------------------------------------------- |
| **Programme definitions** | What constitutes a Global Talent (GT), Global Volunteer (GV), and Global Teacher (GTe) exchange |
| **Participant rights and obligations** | What exchange participants can expect and what they must do |
| **MC and LC obligations** | What sending and hosting entities must provide (preparation, support, insurance, etc.) |
| **Matching standards** | Rules for how participants are matched to opportunities |
| **Quality standards** | Minimum requirements for projects, host organisations, and participant experience |
| **Fees and financial obligations** | Exchange programme fees, refund policies, and payment timelines |
| **Complaints and dispute resolution** | How participants and entities can raise and resolve complaints |
| **Insurance requirements** | Minimum insurance coverage for all exchange participants |

### Key AEPP Principles to Know

1. **Participant safety is the top priority.** Every decision in the exchange process must prioritise the safety and well-being of participants.
2. **Every participant must receive pre-departure preparation.** This is not optional — it is a policy requirement. The sending LC is responsible.
3. **Every hosting project must meet minimum quality standards.** Job descriptions, working conditions, accommodation, and supervision must meet AEPP criteria.
4. **Insurance is mandatory.** No participant may travel without the required insurance coverage.
5. **Fees must be transparent.** Participants must know what they are paying for and what is included.

{% hint style="info" %}
The AEPP is updated periodically at the International Congress. Always check that you are working with the most recent version. Your MCVP oGX or MCVP iCX can confirm the current version.
{% endhint %}

## APIP: AIESEC Partner Integration Platform

The APIP governs the relationship between AIESEC and its external partners — the companies, NGOs, schools, and organisations that host exchange participants or collaborate with AIESEC on projects.

### What APIP Covers

| Area                          | Description                                                                                                            |
| ----------------------------- | ---------------------------------------------------------------------------------------------------------------------- |
| **Partner onboarding** | How new partners are assessed, approved, and integrated into the AIESEC network |
| **Partner standards** | Minimum requirements for organisations hosting AIESEC participants (working conditions, supervision, legal compliance) |
| **Partner agreements** | What must be included in the agreement between an LC and a hosting partner |
| **Partner management** | Ongoing relationship management, quality checks, and renewal processes |
| **Partner rights** | What partners can expect from AIESEC (candidate quality, timeline, support) |
| **Compliance and violations** | What happens when a partner fails to meet standards (warnings, suspension, removal) |

### Key APIP Principles to Know

1. **Every partner must be vetted.** Before an LC places a participant with a partner, the partner must be assessed against APIP criteria.
2. **Written agreements are required.** Every partnership must have a signed agreement outlining roles, responsibilities, and terms.
3. **Partner quality is the LC's responsibility.** If a participant has a bad experience due to a substandard partner, the hosting LC is accountable.
4. **Partners can be removed.** If a partner repeatedly fails to meet standards or violates policies, they must be removed from the AIESEC network.

## How AEPP and APIP Work Together

Think of AEPP as the rules for the exchange programme as a whole, and APIP as the rules for the partner side of the equation.

```
AEPP (Programme Policies)
├── Participant rights and obligations
├── Sending LC obligations
├── Hosting LC obligations
├── Matching and quality standards
└── Fees and insurance
        ↕
APIP (Partner Policies)
├── Partner onboarding and vetting
├── Partner agreements
├── Hosting standards
├── Partner management
└── Compliance and removal
```

Both documents must be followed simultaneously. An LC that follows AEPP but ignores APIP (or vice versa) is not compliant.

## Accessing the Full Documents

{% hint style="warning" %}
Always ensure you are referencing the most current versions of AEPP and APIP, as approved at the most recent International Congress. The documents below may be superseded — confirm with your MCVP before relying on them for operational decisions.
{% endhint %}

The official AEPP and APIP documents are maintained in the shared Google Drive:

* **AEPP:** `06 — Governance/Global Compendium/` and `04e — oGX & iCX/Phase 3 — LCVP/AEPP/`
* **APIP:** `04e — oGX & iCX/Phase 3 — LCVP/APIP/`

## Who Needs to Know AEPP and APIP?

| Role | What They Need to Know |
| ------------------- | ---------------------------------------------------------------------------------- |
| **VP oGX / oGX TL** | Full AEPP — especially participant preparation, matching, fees, and insurance |
| **VP iCX / iCX TL** | Full AEPP and APIP — especially hosting standards, partner management, and quality |
| **VP BD** | APIP — especially partner onboarding, agreements, and standards |
| **LCP** | Overview of both — especially compliance obligations and escalation procedures |
| **VP F\&L** | Fee structures, refund policies, and financial obligations in AEPP |

## Common AEPP/APIP Questions

**Q: What happens if a participant wants to leave their exchange early?** A: AEPP outlines the process for early termination, including the responsibilities of the sending and hosting LCs. Refund policies are defined in the AEPP fee section. Always consult the document and your MCVP before making decisions.

**Q: Can we place a participant with a partner that has not been formally vetted?** A: No. APIP requires that all partners be assessed and approved before any participant is placed. Skipping this step is a policy violation.

**Q: What if a partner is not meeting the agreed working conditions?** A: The hosting LC must address the issue directly with the partner. If the issue cannot be resolved, escalate to the MCVP iCX and, if necessary, follow the APIP compliance process for partner removal.

**Q: Who enforces AEPP and APIP in Denmark?** A: The MC is responsible for ensuring national compliance. The ECB has the authority to review and sanction LCs that violate these policies. At the international level, AIESEC International and the GLSC may also intervene.
