# National Compendium

The National Compendium is the governing document of AIESEC in Denmark. It defines the rules, structures, and processes that all entities within AIESEC in Denmark — the Managing Committee (MC), Local Committees (LCs), the Entity Control Board (ECB), and the National Congress — must follow. Think of it as the constitution of AIESEC in Denmark.

{% hint style="danger" %}
The National Compendium is the authoritative source for all governance matters in AIESEC in Denmark. This page provides a summary for orientation purposes only. For any governance decision, dispute, or compliance question, always refer to the full, official document.

The Google Drive is the source of truth for the National Compendium. The GLSC Chair maintains the master copy. Access it at **`06 — Governance/National Compendium/`**.

## What the National Compendium Covers

The National Compendium typically addresses the following areas:

### 1. Organisational Structure

* Definition of AIESEC in Denmark as a member entity of AIESEC International
* The entities that make up AIESEC in Denmark: the National Congress, the MC, LCs, the ECB, and any advisory bodies
* The relationship between these entities — who reports to whom, who has authority over what

### 2. National Congress

* The National Congress as the sovereign decision-making body
* When and how the National Congress is convened (ordinary and extraordinary sessions)
* Voting rights, quorum requirements, and decision-making procedures
* What decisions require National Congress approval (e.g., MC election, budget approval, compendium amendments)

### 3. Managing Committee (MC)

* The MC's mandate, composition, and term of office
* MC election process — eligibility, application, voting, and ratification
* MC responsibilities and reporting obligations
* Procedures for MC resignation, removal, or vacancy

### 4. Local Committees (LCs)

* Requirements for LC recognition and standing within AIESEC in Denmark
* LC governance requirements (General Assemblies, EB elections, financial reporting)
* LC rights (representation at National Congress, access to national resources, use of the AIESEC brand)
* LC obligations (reporting, membership fees, compliance with national standards)
* Procedures for LC probation, suspension, expansion, and dissolution

### 5. Entity Control Board (ECB)

* ECB composition, selection, and term of office
* ECB powers and responsibilities (oversight, sanctions, election management, dispute resolution)
* ECB reporting and accountability (to the National Congress)
* Procedures for ECB hearings and decisions

### 6. Financial Governance

* National budget approval process
* LC financial reporting requirements
* Membership fees and payment deadlines
* Financial audit requirements
* Rules on assets, liabilities, and financial reserves

### 7. Voting and Elections

* General voting procedures (majority requirements, secret ballot rules, proxy voting)
* MC election procedures
* ECB election procedures
* LCP election oversight (where the National Compendium applies to local elections)

### 8. Amendments

* How the National Compendium can be amended
* Who can propose amendments (typically the MC, LCs, or the ECB)
* The approval process (typically a supermajority vote at the National Congress)
* How amendments are communicated and implemented

## LC Standards and Standing

One of the most important sections for LCPs and EBs is the LC standing framework. The National Compendium defines:

* **Good standing:** What an LC must do to remain in good standing (meet reporting requirements, pay fees, deliver minimum exchange numbers, comply with governance rules)
* **Probation:** What triggers probation, what conditions must be met to return to good standing, and the timeline
* **Suspension:** Under what circumstances an LC can be suspended, and the process for reinstatement or dissolution

{% hint style="warning" %}
LC standing assessments are conducted by the ECB, typically on a quarterly or semi-annual basis. If your LC is at risk, engage with the ECB proactively — do not wait for a formal notification. See [Entity Control Board](/governance/entity-control-board.md).
{% endhint %}

## How the National Compendium Is Updated

The National Compendium is a living document. Amendments are proposed and voted on at the National Congress. The typical process is:

1. **Proposal:** The MC, an LC, or the ECB drafts a proposed amendment
2. **Distribution:** The proposal is shared with all entities in advance of the National Congress (typically 2–4 weeks before)
3. **Debate:** The National Congress discusses the proposal
4. **Vote:** A supermajority (as defined in the Compendium) is required for adoption
5. **Implementation:** The updated Compendium is published and distributed

## Relationship to Other Governance Documents

The National Compendium sits within a hierarchy of governance documents:

| Document                | Level         | Governs                                                           |
| ----------------------- | ------------- | ----------------------------------------------------------------- |
| **Global Compendium** | International | All AIESEC entities worldwide |
| **National Compendium** | National | All entities within AIESEC in Denmark |
| **Local Compendia** | Local | Individual LC rules (must not contradict the National Compendium) |
| **AEPP / APIP**         | International | Exchange programme policies specifically                          |

If there is a conflict between the National Compendium and a Local Compendium, the National Compendium prevails. If there is a conflict between the National and Global Compendium, the Global Compendium prevails.

## Who Should Read the National Compendium?

| Role                | Priority Sections                                                      |

{% hint style="info" %}
You do not need to memorise the Compendium. But as a leader in AIESEC in Denmark, you should know where to find the answers when governance questions arise. Bookmark the document and refer to it when needed.
